Question:
If I take the 8 million in cap space, and I currently have a cap situation of 123 million (soft cap is 120 million) that means I would be 5 million under the cap, and if I bought out tony Parker for an additional 6 million, I would be at 11 million under the cap. So that is a better way for me to go, but I also get the champion exception, which is 9.61, do I have to waive the exception if I want to use my cap space? Or would I be able to use my cap space, and then use my exception?

You don't have to waive the exception. The MLE, SSE, and champion exception do not count against your cap, until you sign someone with it.

You can basically use all of your cap space to sign someone and still have your MLE and champions exception to use.
If you go over your cap to re-sign someone (e.g. as you have their KG rights) you would lose your highest exception if you have one, but that applies to everyone anyway.

Good choice. 4.45M in cap space, you could cut Parker later and have 10.63M cap space (or someone could take him in the re-distribution draft and you renounce his TPE if you can't find value).
